Fuelling Employment Generation through Cluster Development
We work across a range of sectors providing a host of services from Concept to Commissioning to Commercialisation. Some of the key sectors that we work in and projects are as below:
 
In this sector we offer a range services to both Government and Private sector clients. We assist the Government agencies in policy/scheme formulation, scheme management, mobilisation of private investment, monitoring etc. For the private sector we offer end to end services from concept to commissioning. More specifically, our mandate involves assisting Ministries in inviting Expressions of Interest for projects under the different schemes and in evaluating of techno-feasibility reports and Detailed Project Reports submitted, for release of grant under the Scheme as well as for monitoring progress of the projects that are being provided assistance under the Scheme. Our role also includes assisting SPVs (the implementing agencies) in financial closure of projects. We, thus, play a critical role in implementation of some of the important Government Schemes

Some of the key assignments that we have been engaged for by various Government agencies, include
  

1.   Preparation of Vision Documents/Feasibility Reports/Business Plans

We engage with Central Ministries and State Governments for preparation of vision documents, feasibility reports and business plans. These are prepared adopting a cluster based approach where a diagnostic study of the identified sector of the State is carried out to assess it’s present status as well as future scope along with it’s infrastructural requirements. We also propose financial closure mechanisms and suggest appropriate institutional framework which can be replicated in the whole state. For this, we have prepared vision documents for the states of Bihar, Jharkhand, Andhra Pradesh, Tripura and Arunachal Pradesh. Apart from this, we have prepared feasibility reports for the Ministry of Food Processing Industries (MoFPI), Government of India for the Scheme for Mega Food Parks on a pan India basis. In addition, we have also assisted MoFPI in preparation of Working Group Reports for 11th and 12th Five Year Plans

2.   Program Management Agency for development of Food Processing Sector, Department of Industries, Government of Bihar

In 2006, we were tasked with preparing a vision document for the State of Bihar in India. This, among other responsibilities, entailed a comprehensive diagnostic study of the state to identify the constraints/ barriers in development of food processing sector, assessment to inquire about infrastructural requirements, mapping techno-economical feasibility of setting up food processing zones including food parks in the State, and reflecting over the existing policy and suggesting necessary policy change. This led to us to undertake detailed discussions and meetings with government stakeholders, private entrepreneurs, civil society organisations and other stakeholders groups across all levels coupled with detailed study and analysis, which culminated into a comprehensive vision document.

With this we made our foray into the Food Processing Industry in Bihar and were roped in by State Government as it’s Program Management Agency (PMA) in July 2007 for development of the Food Processing Sector in Bihar. Our deliverables included development of schemes, preparation of techno-feasibility reports for various clusters, identification of entrepreneurs and helping them in finalise the business plan, assistance in development formation of SPVs (registered entities who undertake project implementation with government assistance), preparation of Detailed Project Reports on behalf of entrepreneurs, assistance to investors in statutory approvals and in financial closure, and assistance to State Government in monitoring of projects and release of grant funds. We have been working with the Government of Bihar in mobilising investment under the scheme for development of food processing

3.   Program Management Agency for Mega Food Park Scheme, Ministry of Food Processing Industries, Government of India

As a part of the working group drafting 11th Five Year plan, we introduced the concept of creation of government supported food processing infrastructure along the value chain, from farm to market, by private entities. The scheme of Mega Food Park, thus, came about and was carried forward in 12th Five Year Plan

Mega Food Park concept rests on the hub-and-spoke architecture comprising of Central Processing Centre (CPC) at a central location supported by Primary Processing Centers (PPCs) and Collection Centers (CCs) spread in the catchment area within a radius of 100-150 kms. While the CPCs serve as the hub of activity engaged in processing and packing activities of substantial volumes, the PPCs and CCs serve to feed aggregated produce from catchment into the CPC. These projects are envisaged to create over 1500 jobs each, directly and indirectly

Through this scheme, the Government and private players have set up state of the art infrastructure to provide a boost to agro-food processing thereby reducing the enormous post-harvest losses which account for a significant portion of total agricultural and horticultural produce. In view of our knowledge of the scheme components and understanding of their implementation, we have been granted the mandate by Ministry Of Food Processing Industries as Project Management Agency (PMA) for 15 Mega Food Parks. As the PMA, we have assisted the Ministry in evaluating EoI & Detailed Project Report, achieving financial closure and timely implementation of the project by undertaking site visits and thorough regular coordination. Some of states where these projects are coming up include Andhra Pradesh, Himachal Pradesh, Gujarat, Assam, Jharkhand, Karnataka, Maharashtra, Rajasthan, Punjab and Uttarakhand

4.   Program Management Agency for scheme of Cold Chain, Value Addition and Preservation Infrastructure, Ministry of Food Processing Industries, Government of India

The Scheme for Cold Chain, Value Addition and Preservation Infrastructure envisages providing integrated cold chain and preservation infrastructure from farm gate to consumer. To achieve this objective pre-cooling facilities at production sites, reefer vans and mobile cooling units are also assisted under integrated Cold Chain projects. The underlying idea is to enhance the shelf life of perishable items through effective post-harvest management. The Ministry of Food Processing Industries provides capital grant of up to INR 10 crores under this scheme. As PMA, we have been assisting in the implementation of around 105 projects across India out of which over 70 are complete. These projects lie in a variety of sectors including dairy, fruits and vegetables, fish, irradiation, meat, and spices, among others with majority of them concentrated in the area of dairy, and fruits and vegetable.

5.   Technical Assistance in preparing Agribusiness Infrastructure Development Investment Program (AIDIP)

AIDIP was program of Asian Development Bank, aimed at addressing three main constraints to agriculture growth in the states of Maharashtra and Bihar i.e. outdated technologies, lack of public investment in basic infrastructure and limited diversification. We were appointed by ADB to provide Technical Assistance to Project Management Unit of AIDIP in Maharashtra and Bihar respectively. Our major role was to undertake Capacity Building of the PMUs and formulation of Agribusiness and Communication strategy for each of the two States.

6.   Program Management Consultant (PMC) for Mega Food Parks under Mega Food Parks Scheme, Ministry of Food Processing Industries, Government of India

We are engaged in 12 food park projects with Special Purpose Vehicles (SPVs) as PMCs offering a range of services from preparation of DPR to implementation. Our mandate for these projects, apart from preparation of Detailed Project Report, encompasses assistance in obtaining final approval, detailed design and engineering services, field surveys and investigations, as well as procurement of works including preparation of tender documents for respective contracts, bid process management and assistance in selection of contractors

As a PMC we are assisting both the State Industrial Development Corporations and Private SPVs implementing the projects. Spread out in the different states of the country, these projects are coming up in Rajasthan, Bihar, Andhra Pradesh, Punjab, Odisha and others
